About SAM Registration

During July 2012, the General Services Administration (GSA) united the Central Contractor Registration (CCR/FedReg), Online Representations & Certifications Applications (ORCA) and the Excluded Parties List System (ELPS) into a single functional contractor database. The combined database was newly designated as the System for Award Management, or SAM Registration for short. SAM Registration is a more functional system for federal agencies that have high volume interactions between federal officials and business owners.

The Benefit of SAM Registration

SAM Registration is only one feature that of a larger puzzle all working towards streamlining acquisition processes that pertain to grants, loans contracts and intergovernmental transactions. According to the GSA, the Federal Government plans on integrating 10 different federal procurement systems as well as the Catalog of Federal Domestic Assistance all into the single, streamlined system all using the Integrated Award Environment (IAE) as mandated in the Presidential E-Government initiative.

Integrated Award Environment (IAE) - Incorporation Plans

One login now provides access to all the information needed to make an award determination, as well as simplifies or reduces the time required to complete a procurement, and eliminates all artificial information categories and divisions for data entry. From a system administrator perspective, the decrease in interfaces reduces maintenance challenges and costs for federal employees managing the online records. SAM Registration was designed to incorporate all government contractor information into one system to eliminate overlays between multiple systems, reduce the potential for errors, and lower the operational costs based on IT servers and on-staff personnel.

Whether a company provides a commonplace or a unique line of products or services, there is a good chance the Federal Government would have a use for it. The government buys everything from pens to plasma propulsion engines and everything in between.

Rather than needing a separate login for every procurement system, you are now able to access everything you need with a single SAM login. Data will also only need to be entered once, reducing the risk of duplicated or conflicting information. Also, rather than needing to keep track of several different websites, vendors are able to just register, file representations and certifications, and search for contracting opportunities all from a single location.

Specific Roles in SAM Registration

The Administrator has the complete authority over users within the business’s entity. There are four different non-federal roles: Entity Administrator, Entity Registration Repetitive, Entity Registration Viewer, and Services Contract Inventory (SCI) Reporter.

Services Contract Inventory (SCI) Reporter creates and maintains an entity’s SCI; The Office of Management and Budget (OMB) requires civilian agencies to prepare annual inventory of their service contracts. To complete this report, some data must be entered by the SCI Reporters who have been awarded such contacts.

SAM Renewal

The United States Federal Government requires every business renew their SAM registration at least once a year. As a part of GP&M’s services, we will send notifications prior to expiration. Procurement Officers will even recommend that a business renew their SAM Registration 1 to 2 months in advance in order to avoid any inconsistencies or avoid complications.

Migration from CCR-Fed Reg-ORCA to SAM Registration

As with any other change in online federal systems, there are some pitfalls for users. SAM migration is dependent upon the user maintaining the same email address and remembering their login information for each current system, which can be a daunting task for most individuals. If there are any errors or incorrect information previously entered into the legacy system, those errors will be migrated into SAM and may complicate the migration process. Officials are advising current users to review their registration for errors, outdated point of contacts, and other problems.

Integrated Award Environment (IAE)

The Integrated Award Environment (IAE) is a Presidential E-Government initiative managed by General Services Administration (GSA). The IAE uses innovative process and technologies to improve systems and operations for those who award, administer, or receive federal financial assistance (i.e., grants, loans), contracts, and intergovernmental transactions. The Integrated Award Environment manages 10 federal information technology systems that enable searching for, applying for, and tracking federal awards as well as registration capabilities in order to engage in the process. The IAE also manages the federal Services Desk that assists users in several of the systems.

  • Catalog of Federal Domestic Assistance (CFDA): Full listing of federal assistance programs, projects, services, and activities.
  • Contractor Performance Assessment Reporting System (CPARS): Hosts applications used to document contractor and grantee performance information.
  • Electronic Subcontracting Report System (e SRS): Online tool to streamline the process of reporting on subcontracting plans and provide agencies with access to data on subcontracting performance
  • Federal Awardee Performance and Integrity Information Systems (FAPIIS): Contains government-entered records on contractor performance, including past performance evaluations and suspensions and debarments
  • Federal Business Opportunities (Fed Biz Opps): Provides information on business opportunities for the Federal Government
  • Federal Funding Accountability and Transparency Act Sub-Award Reporting System (FSRS): System designed to collect subcontract award information in compliance with the FFATA
  • Federal Procurement Data System (FPDS): Source for government-wide contract award data
  • Past Performance Information Retrieval System (PPIRS): Single source for contractor performance information
  • System for Award Management (SAM): Entity registration and management
  • Wage Determination Online (WDOL): Information for federal contracting officers to use in obtaining appropriate wager determination for each official contract action
